Customs Mandates Electronic Form 11 for MSO

A May 2025 C&ED circular requires MSOs to submit quarterly periodic transaction returns exclusively via the MSOS portal.

On May 30, 2025, the Hong Kong Customs and Excise Department (C&ED) issued a formal circular to all licensed Money Service Operators (MSOs) announcing the mandatory electronic submission of Periodic Returns (Statement of Transactions, Form 11). This procedural reform retired paper and ad-hoc filing methods, shifting supervision onto the centralized Money Service Operators Licensing System (MSOS).

Under the AMLO, licensed MSOs are legally obligated to report their business volumes, currency exchange corridors, remittance destinations, and transactional metrics on a quarterly basis. The C&ED reiterated that submission is mandatory even for quarters in which the licensee conducted zero business activities (a “nil return”).

The shift to digital filing allows the Money Service Supervision Bureau to run automated data analytics across the sector. Discrepancies between volumes reported on Form 11 and underlying bank account throughput serve as immediate triggers for unannounced regulatory audits and on-site inspections.

MSOs failing to meet filing deadlines or submitting inaccurate data face disciplinary penalties. The C&ED treats recurring reporting non-compliance as a direct violation of the “Fit and Proper” criteria, which can result in license suspension or non-renewal. Compliance officers must ensure automated data extraction workflows are implemented to guarantee zero-defect quarterly reporting.
