HKMA Focuses on Tokenisation Risks

As Project Ensemble advances wholesale CBDCs, the HKMA emphasizes robust AML controls for tokenised financial assets.

The Hong Kong Monetary Authority (HKMA) continues to drive its strategic priorities regarding the intersection of traditional banking stability and digital innovation. A central pillar of the HKMA’s agenda is fostering the tokenisation ecosystem safely, highlighted by the ongoing developments of Project Ensemble, which focuses on real-value transactions involving digital assets, wholesale Central Bank Digital Currencies (wCBDCs), and tokenised deposits.

As the HKMA encourages Authorized Institutions (AIs) to explore tokenised assets, it is simultaneously raising the bar for Anti-Money Laundering (AML) and Counter-Terrorist Financing (CFT) compliance. The integration of blockchain-based financial products into traditional banking infrastructure introduces novel illicit finance risks, requiring banks to deploy next-generation transaction monitoring systems.

The HKMA has made it clear that while it supports responsible innovation, financial stability remains paramount. Compliance teams at banking institutions must adapt their enterprise-wide risk assessments to account for the velocity and technological nuances inherent in decentralized technologies.

For compliance professionals, the mandate is clear: upgrading technological competency is non-negotiable. Institutions must demonstrate to the HKMA that their compliance frameworks can effectively monitor, report, and mitigate the unique risks posed by tokenised financial instruments and distributed ledger networks.
