Customs Mandates Haiti Sanctions Screening
September 2026 C&ED circulars require immediate client screening against updated UN sanctions for Haiti and Yemen.
The Hong Kong Customs and Excise Department (C&ED) actively enforces international sanctions, requiring immediate action from local financial operators. On September 11, 2026, the C&ED issued formal circulars to all licensed Money Service Operators (MSOs) regarding the immediate enactment of the United Nations Sanctions (Haiti) (Amendment) Regulation 2026 and the Yemen (Amendment) Regulation 2026.
Under the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (AMLO), MSOs bear a strict legal obligation to maintain real-time compliance with these updates. The C&ED explicitly warns that operators must screen their entire existing client databases, as well as any new onboarding prospects, against these newly published gazette lists immediately upon publication.
Relying on manual checking processes or outdated batch-screening software is a massive compliance risk given the rapid cadence of these geopolitical updates. Regulators expect MSOs to utilize automated screening technologies capable of instantly flagging any direct or indirect exposure to sanctioned parties.
If a match cannot be cleared through Enhanced Due Diligence (EDD), the MSO is legally required to freeze the transaction and immediately file a Suspicious Transaction Report (STR). Compliance teams must treat sanctions screening as a zero-tolerance area.
